National Plan of Prevention 2014-2018

On November 13, 2014, the State-Regions Conference approved the Agreement on the National Plan of Prevention 2014-2018. The Agreement between the Government, the Regions and the Autonomous Provinces envisages that the Regions, by December 31, 2014, implement the National Plan of Prevention 2014-2018 with a specific resolution.
Coordination of the implementation of the 2014-2018 National Prevention Plan is entrusted to the Ministry of Health, Directorate General of Prevention, which ensures the necessary operational link with the Directorate General of animal health and veterinary drugs and with the Directorate General for hygiene and food safety and nutrition.

With the constitutional law n.3 of 2001, the institutional set-up in the matter of health protection has clearly been configured: established the fundamental principles by the State, the Regions have competence not only in terms of organization of services, but also on legislation for the implementation of the aforementioned principles, on planning, regulation and implementation of the different objectives.
The Ministry’s fundamental planning tool, launched since 2005, is represented by the National Prevention Plan (PNP). This is a strategic document that at national level establishes the objectives and instruments for prevention that are then adopted at regional level with the Regional Plans.
To the complete implementation of the PNP, as already foreseen by the Health Pact 2014-2016, the Regions and Autonomous Provinces, for the years 2014-2018, have allocated 200 million euros, in addition to the resources foreseen by the agreements for the realization of the objectives of the Plan national health
The new Five-Year National Prevention Plan aims to outline a system of health promotion and prevention actions, which will accompany the citizen at all stages of life, in places of life and work. This strategic choice is due to the conviction, supported by numerous elements of the scientific literature of the sector, that an investment in prevention interventions, provided they are based on scientific evidence, is a winning choice, able to help ensure, in the medium and long term, the sustainability of the national health system.

Macro objectives of the PNP 2014-2018
We have chosen to identify a few macro objectives with a high strategic value, which can be pursued by all the Regions, through the development of plans and programs that, starting from specific local contexts, and focusing on an approach that is as cross-sectoral and systematic as possible. achieve the expected results:

1. Reduce the preventable and preventable burden of morbidity, mortality and disability of non-communicable diseases
2. Preventing the consequences of neurosensory disorders
3. Promote mental well-being in children, adolescents and young people
4. Preventing addictions from substances and behaviors
5. Prevent traffic accidents and reduce the severity of their outcomes
6. Preventing home accidents and their outcomes
7. Prevent occupational injuries and diseases
8. Reduce environmental exposures that are potentially harmful to health
9. Reduce the frequency of infections / priority infectious diseases
10. Implement the National Integrated Control Plan for food safety and veterinary public health prevention
